Now For The Local News, 11/01/2017 The dust has cleared after a fierce clash against the rebel Ikko Ikki monks. Now, as a tense period of calm spread over the island nation of Japan the students of Edo Bugei must figure out how to proceed in life after experience such intense conflicts and such deep loss.

No one really knows how or why that person exists. No one really remember the first time they saw the Ghost Rider, but it feels like the legend has been around since motorcycles have existed in Japan. Deep into the evening, around 2:00 a.m. a phantom rider appears in Eastern Edo. The rider's motorcycle is all black. The rider's outfit is all black, save for the yellow helmet they wear. No one is really sure if the outfit and bike are really black, or if it is just because of the time of day they appear.

Naturally everyone thinks the rider must be a scion, either that or a ghost. The rider never seems to speak, though that may be because they move too fast for people to hear. The strangest part, the motorcycle itself is almost completely silent, except for if they suddenly choose to rev it, then it sounds like the roar of a lion staring you in the face. It isn't as though the motorcycle moves that much faster than others. It is more so that the rider blends in well with the night, and seems to know every twist and turn in the city.

As much of an urban myth as the rider is, someone like that, if they are in fact a rogue scion, can't just do as they please in Edo. For this reason the metsuke have repeatedly asked the Bugei for help in catching the rider. This will officially be the 24th mission in the history of the rider's legend. This time, two bugei students named Rakuyama Buru and Honda Mikazuki had signed up. As the two appeared in Eastern Edo around 1:30 a.m. they had on clearly visible cards dangling around their necks that showed they had explicit permission to be out past the school's strict curfew.

Waiting for them was an older metsuke with orange sun glasses named "Izuru". As the two approached they would find two police motorcycles waiting for them and Izuru staring at the two.
"Welcome to your late night assignment kiddos. I'm sure you've heard plenty about Edo's famous ghost rider." he said.
"We are counting on you kids to help us catch that phantom. We've set up various roadblocks around the city so hopefully even if they manage to lose you they will run into our road block while doing so."

Bu was having herself a bit of a mixed day, it wasn't entirely good but there were some good elements. She was going to be out of the school for a night, free to roam the streets. She had a motorcycle again. She was going to maybe but hopefully get herself into a street race. Not just with anyone either, with a real live legend of the pavement. The downside was it was a crap police bike she'd have to return later and couldn't make any real adjustments to. She was still working with the school and cops for this. Bunch of bullies they were.

Still, it was best to enjoy it while she could. Buru had her basic equipment in her backpack, the not exactly regulation bike equipment. Her pack of tools in case she just had to make adjustments on the fly. Her bike chain since it wasn't exactly one of those weapons you were allowed to carry around the street. Plus she had her spare outfit in there too. They may have wanted her to be in school uniform for the missions but there was no way she was going to confront a ghost biker without being properly kitted up.

She nodded at Izuru. "Heard some. What are we supposed to do, drive him into the barricades or take him down?" That was an important distinction. Although she didn't have much faith in the barricades even before she saw them. A good bike could beat a portable wall and it sounded like the ghost had a very good bike. Then there was her own question to sate her own curiosity.

"What's he done, anyway? Shoot somebody? Swing a sword around? Spray paint a wall?" Certainly these were good to know, who knew what a person could pull out when cornered, but the real reason was she could identify with the guy or girl ghost. She knew what it was like, being unjustly harassed by The Man for being a free spirit not bound by their rules. She'd been shackled but hopefully it was temporary.

Mika tried her best to look up for something, anything, on this Ghost Rider. She signed up for the mission because of the difficulty it had and to see if her skills could be of use. The girl wanted to start making strides into being her own person who didn't hold her brother in higher regards. She wanted to show to her family and self that not all strengths were gifted to her male counter part. But what did her search bring her? Nothing. Nothing but folk tales and failures. A mysterious rider in a yellow helm that simply drives around harmlessly. This sort of thing made it difficult for Mika to find if this person is really a criminal but the police dubbed them as a public disturbance. Beyond that, however, it was disheartening to find so little but to find so many that it may as well prove that this rider is real in a sense.

She drank a small peach flavored energy drink to help stay up for the night as her lanyard swayed. A curfew card hung at the end of a clip. Thoughts of the rider swirled her head as she tried to form a sort of idea. She never chased someone down before that wasn't her brother when they were five. If she or her partner got a chance to catch this person, Mika hoped to talk to this Ghost Rider to learn more form the real deal. Why do they do the things they do? Why be so mysterious? Are they a Scion or just super talented? These sorts of questions had Mika wondering what sort of person the infamous Ghost Rider is and if they honestly take pleasure in roaming Edo.

Right at 1:30AM she arrived at the convenience of another student. The mission card held a name she didn't know but by the looks of them, this student looked strong in a sense. Something wild and untamed about them that wasn't the sort of standard student sheep. Mika bowed to them then turned to the officer and the bikes provided. Quickly this girl spoke exactly what was on Mika's mind. Mika too nodded quickly in interest of an answer to this. "Why is the police so interested in this Ghost Rider and for so long?"

As the students asked what exactly the mysterious rider had done to draw the ire of Edo's metsuke the police officer just shook his head a bit and yawned.
"The rider is wanted for questioning based on past events. First off the rider's speed spits directly in the face of local speed limits. Second, about ten years ago the rider suddenly appeared one night in front of a group of police officers and seemed to taunt them into a chase. The rider didn't seem to go their normal speed, almost like they wanted the police to follow them. That night the rider brought police to the shores of one of the canals stemming form the river. On the shore of the river police found two dead bodies tangled with rope together. A young lord and his lover. Apparently it was a double suicide, but since the rider was involved we need to question them. Probably is we can't. We don't even know if this rider is one person, or multiple." the officer seemed a bit disgusted by the end of his own words. The police really knew nothing on East Edo's Ghost Rider but tonight he was hell bent on finding out.

Like summoning the devil, as the officer finished talking about the rider the sound of a loud motorcycle could be heard in the distance. The rider was going down a straight road kicking up a huge trail of dust behind themselves. Just as the mission briefing had said the rider appeared to dress in all black with a yellow helmet, and going easily twice the speed limit. Moving a bit slower to look at the two Bugei students the rider then increased their riding speed and whipped past the two Bugei students before either would have a chance to use any type of weapon or relic ability. In that instance it would be impossible to determine the rider's gender, though the person's height couldn't be much taller than six feet.

The officer looked furious. Turning to the two he shouted.
"QUICK! GET ON YOUR BIKES! GET THAT BASTARD!"
The students would need to rush to the motorcycles provided. They appeared to be fairly new motorcycles. Both white and blue with gold Shogunate crests on the sides and police sirens. Some of the gears looked a bit old and worn but over all the bikes couldn't have been older than maybe ten years. Sitting on each bike was white helmet with a gold Shogunate crest in the middle of the top and clear visors. Inside the helmets would be small communications devices built in. The students would be able to hear each other and the police could talk with them, but they wouldn't be able to say much to the actual rider.

Bu looked at her new partner partly to see the kind of person she'd be working with and partly to hide the fact that she was rolling her eyes. Talk about Officer Buzzkill. Whatever, the only good thing that would come out of this was the chance to ride again, it seemed. Bu swept her hair back and bit back her arguments. They wouldn't help anyone and would probably get her in trouble again. But damn, she envied the rider his freedom, or her freedom or their freedom. She didn't know yet.

The sound of an engine coming prickled at her ears and she turned to look down the street. There. That was the rider. They were beautiful, this was what freedom was, so pure, so awe inspiring, so loud. She bit her lip before she managed to collect her wits and shake the cobwebs out of her head. This was the target, like hunting the last dodo or mammoth, she would show off her dominance and take it's place as an apex predator. Proving to the world that she was not to be trifled with and also didn't know anything about mammoths or dodo birds.

Bu ran to the leftmost bike and shouted to her new partner. "Call me Bu, let's make some noise." She slid the helmet over her head as she threw one leg up and over the motorcycle. "Yeah!" she screamed out as she kicked the bike into gear and peeled the bike around. She leaned down low and let the bike roar as she took off to follow the Ghost Rider. Maybe she wouldn't have a chance to change clothes, oh well. Sacrifices had to be made sometimes.

Mika didn't expect to hear the sort of activities this rider has been doing. This Ghost Rider started to come off as very neutral. Police records didn't state much but a taunting behavior and one case where it lead to the dead bodies. As for it the rider had any connection to the bodies or simply knew about the deaths and fetched the police for them to retrieve the bodies is another. Her partner, however, was a different story. They looked impatient and somewhat made her think of the Dark Lord she saw in the mall stage show.

Despite all this, Mika shrugged quietly at her punk partner and tried to listen to the officer a bit more. Still nothing more to go off of. All this changed as her partner noticed the rider. "They're here already?" Speak of the devil. Her partner, Bu, took to the bike like water and sped off after the rider. Mika took a moment to adjust her relic to her sleeve and took on her own provided bike and went after. The roadblocks may not even work, no sense to think it would have worked before with the Rider continuing to at large, but she did wonder if it was possible to talk to them to learn of their true purpose. Her bike roared to life and sped after Bu's taillights.

Just like that the race through Eastern Edo's Adachi Ward had started. Two Bugei students in high speed motorcycles after the largest urban legend in Edo. At first the two would quickly speed after the rider who didn't seem to notice them as the mysterious rider buzzed in a straight line down the street. However they would surely notice the rider's mask suddenly turning to look at them. The lights of their motorcycles reflected in the rider's visor. Now the prey was aware of it's position. The rider's outfit seemed slick and black light night itself, as though oil covered the rider's entire body.

Much like Bu the rider lowered it's body and revved their bike more. This time of day not many cards or bikes could be seen on the road. The part of town they currently rode in was a series of shopping and business buildings more open during the day than at night. Though they would notice a few homeless people and people out for late night walks or illegal business looking at them as they zoomed by. At this point they would easily be going 50 miles an hour. It would also occur to the students that they heard no music from the rider's bike as it went by, even though it seemed to have a radio on it.

As the students pursued the rider they would suddenly make a hard right into a side street full of trash cans and a few stray people. It was a small alley way and the students wouldn't be lucky not to hit each other as they tried to turn into it. About two minutes later it would suddenly open up to another road as the rider suddenly went on an up ramp. It would now be up to each of them if they wanted to get on the large highway or follow underneath on the regular roads. If they chose to follow the students would find themselves lured onto a large highway full of people driving through Edo on trips. Large transport trucks and cars lined the highway as a beautiful view of Eastern Edo below could be seen. The rider revved up their bike more and began drifting in between cars in order to try and lose the students.

Bu fell in behind the rider, her heart pounding and the bike vibrating beneath her. This was so much better than the rules and regulations in the school. Nothing but the rules of the universe and the rules of darkness to control you. Bu fell into formation behind the phantom. It was as natural as breathing but this wasn't her gang back home. This wasn't a pleasure cruise, at least, not for the phantom. Bu was starting to zone out, to enter the sweet spot where nothing existed outside the bike, the road, and herself, but then the ghost rider took a sudden detour.

Bu kicked down and turned sharply. It was a nasty angle and she hadn't expected it. Her bike fishtailed and she took out a few trash bags on the corner. Her old bike, the gang leader bike would have made that turn no problem but this bike? It was not as lovingly tuned and specially modified. Even if it had been, she didn't know it intimately. She'd lost speed and revved the engine back up to speed after the ghost rider, muttering curses as her wheel kicked refuse back behind her. Whatever, nothing wrong with a little vandalism.

At the end of the alleyway was a choice, well, Bu knew which choice she wanted to take. "I'm going up." she shouted into the microphone, more used to calling out across streets and over revving engines than into a helmet. "Don't care if you want top or bottom." Somebody had to be on top, after all, if they were both on bottom they might miss whatever turn the ghost rider took. But at least one person on bottom might not get caught in traffic or could follow if the one on top missed a turn off. So maybe one on each was best but both on top of the road would do fine.

Tail lights waved and streaked in a way that looked more lively than their metal appearances would have provided. Mika kept her head low and did all she could to at least keep Bu in her sights with just the Ghost Rider being lightly ahead with their lines being the first the move and Bu's bike following in suit. She had long given up on trying to surpass either of them in speed, even after nearly crashing into the trash cans that Bu toppled over in that tight pin turn. 'Are they really riding or just trying to out do each other?' Mika thought in concern of their mission. The behavior of the Ghost Rider began to show just how difficult they were in catching.

Mika pressed on the gas and willed her bike to catch up to Bu's tail lights as the other girl shouted that they'll be going up top. A great idea since the girl looked like a natural. Mika barely could get a voice out as Bu sped ahead so she took the lower routes and followed the path of the highway's arc from below. If not for the roadblocks in place, taking these side routes would have been as dangerous as the dodging Bu had to do above. 'It hardly seems like they're driving at all. They're moving like...water. It's way too fluid. Could this person really be a ghost?'

As the ghost rider drifted up towards Edo's large highway it wouldn't take long for Bu to realize she had made a mistake. The ramp she had taken up wasn't actually an on ramp, but an off ramp. Fortunately no cars had come down as the two entered the highway and moved high speed towards on coming traffic. The ghost rider briefly looked back to see if Bu was still following, almost seeming impressed for a moment. Yet in spite of moving towards traffic the ghost rider kept to the side of the road, away from the oncoming vehicles. Almost to make Bu panic, however, they would occasionally turn on their bike's blinker and swerve towards the oncoming traffic only to return to the safe side of the road and look back to see if Bu was still following. The sound of the black bike suddenly seeming far louder as the two whipped past traffic, as though the rider wanted to inform everyone of Bu following.

As Mika kept tabs on them bellow the highway something unexpected happened. As the Bu and the rider approached an on ramp that would take them back down to the main road they saw police vehicles up ahead. It was a road black designed to stop the rider from possibly getting onto the highway tonight. Seeing their path blocked the rider instead flipped their entire body, and bike, off the side of the highway. It looked like clear suicide. Then the screeching wheels of the all black bike hit the side of the elevated highway and moved straight down the side until they ran out of road. Black skid marks would be left on the concrete shooting straight down. Falling down and landing right in front of Mika before making a large, loud circle around the girl. This of course left Bu heading straight for the police's blockade and the police themselves trying to scramble their cars out of the way.

Everything about the rider's body language seemed like they enjoyed every minute of the mission before suddenly the biker would hit full throttle and go down a street that was in between Mika and Bu's current locations. It was now clear that a taunt had been made, the biker was more than aware of the two trying to capture them.

Well wasn't this a gutsy move. Good thing she'd told her partner to stay down below. It wouldn't do to have a less skilled rider up top like this. Admittedly, she didn't know her partner's skill level on a bike but Bu was proud and arrogant and had led her own gang so she felt pretty strongly that she was the better rider of the two of them. Still though, it took guts to go up an off ramp with the threat of oncoming traffic. Guts or stupidity. Bu leaned in and gunned her bike forward.

Well if the biker wanted to play a dangerous game, let them. Bu would happily play along. She slapped a few switches on the side until she found the one that started the lights. She turned the siren on too but that went off real quick. Nothing should get in the way of the sound of the engines purring and roaring in concert. If the rider could let the bike roar out a warning to oncoming traffic, at least Bu had the lights. And she'd need them too, unlike the rider who was content to swerve about and into the occasional oncoming traffic, Bu rode down the dotted line between lanes. Straight as a flying arrow. There was some power here, a sense of invincibility as cars slowed as they approached and gently swerved to give her room. The occasional close call around a bend just made it all the more fun.

Then Bu caught sight of the flashing lights up ahead. A barricade, wonderful. The cops had decided to interfere with a beautiful ride. Then she had to remind herself that she was on their side, not that she forgave them. Truthfully, Bu wouldn't have minded driving along in formation with the Rider all night long. Well, maybe she'd get the chance still, after all, the rider had avoided traps like this before. Bu watched, mouth hanging open, as the Rider rolled themselves off the highway, bike included and rode the wall down to freedom. That was amazing. Well, if the Ghost Rider could do it, so could Bu.

But not on this bike. God no. Not a chance, not even going to risk it. "Rider dropped down to you, keep eyes on them." Bu shouted into the radio, still without an inside voice. But that left her two very immediate problems, getting off the ramp past the blockage and, slightly more immediate, not crashing into the blockade. Three options; crash, which wouldn't be so bad, try to weave between the cars, which could really suck, or follow the leader at a more sensible height.

This was risky, especially for a bike she didn't know. That was the whole reason she hadn't followed the ghost rider after all. She focused herself as she began to swerve towards the barrier. Stone grew from her hands to encase them around the handlebars. She tapped a brake and then revved the engine, kicking up the front into a wheelie. She hit the barrier hard and flipped.

Well, she had judged it pretty well, which is to say that she landed on the wheels. She had accounted for the momentum forward, but then she'd hit it partially sideways. That had not been accounted for. She hit the sidewalk and skidded several yards. Most of her was fine, but the sleeve of her uniform hadn't done well sandwiched between concrete and stone. Whatever, Bu shuffled herself back up and dragged the bike back upright. She didn't bother banishing the stone adhering her hands to the bars.

That was a dumb idea, she probably wasted just as much time with that stunt as she would have waiting for the cops to get out of her way. She muttered a few choice obscenities as she kicked the bike back on and took off towards where her partner was hopefully still following the rider.

Mika never saw it coming. A moment ago she was just driving by her lonesome below the highway and keeping to her wits of following the roads. It may have been the most stressful method of navigation she's done within Edo which led to her cutting through streets and the slower traffic. She didn't talk much to Bu over the radio but when her voice came screaming on the other line. Mika let out a small scream of the sudden and pain inflicted to her eardrums.

"Dropped down? The off ramp isn't for a few streets," she replied, not at all understanding what Bu was talking about till the second thing to make her let out another startled cry and slamming the breaks. It looked like a near collusion of the rider actually and nearly landing its bike right ontop of her. The dark rider's bike narrowly landed before her front tire then swirled around in a circle around her. In anger, she swiped her hand in an attempt to slap them with her relic's ink before darting off leaving a very indignant Honda princess. "You have horrible choice in games!" She yelled back at them and started her bike again to give chase. Bu seemed to be fine anyway so now it's up to her to at least follow her target.

The metsuke at the barricade just looked wide eyed as the rider, and then Bu after, took off the side of the highway. This definitely wasn't a normal chase by any means. Even as Bu slammed hard into the ground making a long and loud skid the rider was already making a break for it. However between Bu's loud skid off of the highway and all of the police lights multiple apartment lights would start turning on around them as a voice yelled in the intercom.
"ARE YOU TRYING TO WAKE UP THE ENTIRE CITY?! WHAT ARE YOU KIDS DOING OUT THERE?!" it was the metsuke they had met at the start of the mission. To make things worse the student's phones would begin to vibrate. No doubt text messages from the school's mission control team, or even worse a teacher.

One thing would work in their favor though. As the rider swerved around Mikazuki the girl would clearly notice her ink splashing the rider. It would prove that not only could Mika's ink hit the rider, but that the rider itself was likely not transparent or ethereal. In spite of what the rider could do, and how the rider seemed to be a ghost in many people's minds, it was at least a semi-solid ghost that they could likely interact with.

"You have horrible choice in games!" Mika had yelled. She would have been able to swear that as she was yelling the rider was looking directly at her before it took off back down a main road.

With Bu and Mika back in hot pursuit The rider seemed to be moving further and further East. The two would know that the direction seemed to be moving towards a rather shady part of town. As the beautiful, tall building and sports complexes began to give way to neon lights and some rather dark side streets. As the two chased after the rider they would see a few rather shady people looking as though they weren't out just for a midnight stroll as over their intercoms they heard.
"Be careful. You are entering some crime heavy areas."

Bu was gunning it down the roads when she got the 'message'. She had to bite back a dozen vicious or insulting replies. The jackass had wanted them to track down and chase down a biker. What the hell did he think was going to happen? She was tempted to turn the siren on purely out of spite, but no, she wouldn't do that. Instead, she flipped her lights off. As for the phone, that was in the bag with her clothes, of no real use to her. "Somebody's trying to call my phone, does nobody in this city know anything about biking." she growled.

Bu accelerated down the street, a few streets over from where her partner was chasing the ghost. She was catching up and, with any luck, the ghost would turn down this way and she'd catch them on the crossroad. "Tell your blockades to either clear out all traffic or get out of the way. This ghost rider is willing to jump to get by and all they'll do is slow us down."

Of course that mattered a lot less as they continued moving away from the popular roads and into the darker areas of the city. She eventually had to regroup with her partner. Bu had spent a lot of time wandering down here, familiarizing herself with the trashier, seedier side of things. Annoyingly, no gang had tried to antagonize her so she hadn't made any new friends. Shame.

"Hey, can you check a map or something? Is there anything big going on in this direction?" She asked the voice over the radio. "This ghost is going pretty straight and even on the highway wasn't trying that hard to lose us. Hell, without the blockade, we would have gone this way anyway. I'm thinking this guy has a destination in mind. I'm thinking it's no coincidence that they just happened to pass us right when we started this mission."

She raised one hand and started patting the sides of her helmet. "Hey, how do you change the channel on this radio?" She said, an idea flashed through her head. What if this rider had their own police band thing. They certainly seemed to know what they were doing, plus they knew about crimes or dead bodies or whatever that shouty man said before they started the chase.

The rider they chased may have changed their mind? It was hard to tell but it was hard to tell if this was part of the joy ride or just putting more obsticals in their way. Mika watched the safe side streets start to give way to the more unkept areas of Edo. There may have been messages going off on her phone about geting this far out into the east but really, who could afford to stop and answer them now!? Mika didn't to embarass herself by clumsily dropping her phone or attempting to answer the device just as the rider coincidentially make a sharp turn. No. It was best to ignore this and focus on driving.

Sections that were more of shady businesses and even shadier people who ran them. Mika tried not to put much though about the extra dangers around them. So long as she kept riding then they shouldn't pose a threat to them, right? If anything of a high speed chase, people should just keep away from them and leave them be. It didn't seem as if the ghost rider had any one bothering them that weren't cops so would a long standing person of reputation have supporters? Mika couldn't help to wonder this and kept her relic tucked down her sleeve, reving up the motors and keeping the ghost rider's bike lights in check.

Realistically, in the mortal sense, how long can either of them keep chasing on a full tank? Mika squeezed the handgrips in an attempt to keep her body steady and close the gap a bit more. Bu's voice came blaring over the radio with her own thoughts and relays to the police. "It does look unsavory but for the most part, it has been a fairly straight destination," Mika replied. Some communication with her partner was needed after all but in terms of the rider, she didn't have the skill to over take them. "But to say the chance of there being a goal to this than a game, would the rider be leading us to another crime scene? Just a theory."
